GTA-III

Although you can't fly helicopters in GTAIII you can map the Airwolf & The Dmagic wheels somewhere (changing the wheels ID in the ipl and stuff like like that)

But the recommendation is to Install the GTAIII Mod for VC over a copy of an actual Vice City and do it that way  to have AW Flying in the LC city from gta3  ;)
